They prefer taxable energy sources. Though it is true that if they were smarter, there is always a way to tax just about anything, but anyone who hangs his hat on oil futures is using bad judgement.
But then there is the old creatures of habit theory, that they just be too too stupid to imagine something that is spelled out for them in black and white. Their idea of novelty is rearranging what is already perceived, never for once imagining something totally new.
